TO promote the employment of physically or mentally challenged people, several Shenzhen government departments joined hands to issue a work plan recently, Shenzhen Economic Daily reported Thursday.
The official work plan, released by the Shenzhen Disabled Persons’ Federation, Shenzhen Municipal Finance Bureau and Shenzhen Municipal Human Resources and Social Security Bureau, stipulates that both employers and employees can apply for government subsidies.
Employers can receive subsidies and rewards for hiring people with disabilities and those people could also apply for a one-time entrepreneurship allowance of no more than 50,000 yuan (US$7,870) if they start their own businesses, according to the work plan, which comes into effect Friday and will be valid for five years.
Employers registered in the city, who sign labor contracts with people with disabilities for one year or more and pay social insurance for them, can apply for social insurance subsidies and recruitment incentives; the challenged employee can apply for social insurance subsidies and job allowances.
Disabled persons’ federations at district level shall give subsidies according to the following standards: both the employer’s and employee’s social insurance subsidy shall be granted according to the minimum premium level in the city.
The federations shall also give enterprises 15% of the city’s monthly minimum wage for each person with disability recruited.
To help challenged people start their own businesses, they can apply for a one-time entrepreneurship incentive of 30,000 yuan (for one or two people with disabilities) after operating their businesses for one year. More incentives can be granted when more people join startups, but it will not exceed 50,000 yuan for one business entity.
In terms of vocational training, disabled students can apply for internship subsidy of 1,500 yuan each month, for six months at most. Their employers can also apply for a monthly subsidy of 2,000 yuan for each intern hired, for six months at most. (Shenzhen Daily)
